The German Red Cross is part of a world wide community assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the movement.

For projects in Sri Lanka the German Red Cross International Cooperation Depart-ment is searching for Finance Managers based in Ampara. The positions will involve visits to project sites. The assignment is to start as soon as possible for one year with a possibility to extend.

Responsibilities

The Finance Manager is working closely with the Head of Office and project managers in securing the overall quality of the financial management of selected projects in the Ampara region of Sri Lanka (including the prevention of corruption and fraud). Especially:

• General financial management and reporting (according to HQ or other donor standards);
• Further development and adaptation of financial system for the GRC Delegation in line with GRC requirements
• Financial supervision (reporting/accounting/bookkeeping etc.) of Delegates
• Ensure and control the application of financial procedure in all projects
• Cooperation with external and internal auditors
• Support the introduction of a new accounting system in 2007

The Finance Manager will report directly to the Head of Office

Required Skills

• Academic training in economics and financial management
• Proven experiences in bookkeeping and accounting of international development cooperations (minimum of 3 years work experience) and thorough knowledge of the most common donor requirements (ECHO, EU, BMZ, AA)
• Proven experience in financial reporting and administrative issues (minimum of 5 years work experience)
• Preferably good SAP experience/ knowledge
• Experience of work in international organisational settings
• Ability to manage and control large cash flow in multiple projects
• Excellent computer skills in MS office and common accounting software
• Excellent knowledge of German (if foreign language) and English
• Readiness to work under stress and in an international team
• Patient personallity required
• Experience in financial management of large construction projects and Red Cross/Red Crescent experience are an asset

We offer our delegates comprehensive training and briefing and medical check up prior and after mission. During mission we provide a full insurance package, per diems & accommodation. Compensation is according to GRC's internal tariff system.
